Temporary Relocation of Parking Space Wasn't Service Reduction

Tenant complained of a reduction in services. Tenant had indoor garage space provided by landlord. Landlord required tenants to move out of the garage from May through October 2006 while the garage floors and ceilings were restored. Landlord built a temporary parking lot and gave tenant a reserved spot while the garage was being renovated. The DRA ruled against tenant. Tenant appealed and lost. The parking lot was well lit and had 24-hour video surveillance monitored at the doorman's station.
