Switching to Electromagnetic Key System Wasn't Service Reduction

Rent-stabilized tenants complained of a reduction in building-wide services after landlord moved the main building entrance to the side of the building and implemented an electromagnetic key system. The DRA ruled for tenants and reduced their rents. Landlord appealed and won. The DHCR already had approved landlord's application to modify services and permitted landlord to move the main entrance to the side of the building, provide a handicap entrance in the front of the building, and install a keyless entry and an enhanced security system.

And contrary to the DRA's finding, HPD had approved the new electronic key system. Other DHCR decisions also determined that switching to a keyless entry system wasn't a reduction in services.
