Master Antenna Wasn't Damaged

Tenant complained of a reduction in services, claiming that the building's master television antenna was defective. The DRA ruled against tenant, and tenant appealed. The DHCR also ruled against tenant. An inspection showed that tenant's TV reception was poor on some channels. But the inspection also showed no damage to the master TV antenna or antenna wires.
