Temporary Discontinuation of Elevator

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents after an inspection found that one of the building's two elevators was inoperative. Landlord appealed. It acknowledged that one elevator was inoperative, but said that this was because the elevators were being modernized. Landlord submitted a copy of its application to DOB for replacement or modification of the elevators. The DHCR ruled against landlord. Landlord acknowledged that one of the two elevators was inoperative.
