Stained Wooden Floors

Tenant complained of reduced services. The DRA ruled for tenant and reduced his rent based on a finding that there were dark stains on the wooden floors of the apartment foyer and bedroom. Landlord appealed and won. The floor stains by themselves weren't sufficient reason to reduce tenant's rent. Scraping and refinishing of wooden floors by landlord isn't a required service.
