Siamese Connection Not Required at Building

The Fire Department issued a violation notice to landlord for not providing a Siamese connection for the building's sprinkler system. Landlord claimed that it wasn't required. The ALJ ruled against landlord and fined it $400. Landlord appealed. There was no Siamese connection when the building's C of O was issued in 1992. And landlord's architect explained that the building had a voluntary sprinkler system, instead of a second means of egress from each apartment. Also, the building was constructed with two-hour, noncombustible firewalls between apartments and the corridors.

ECB ruled for landlord and revoked the fine. Landlord showed that it was exempt from the Siamese connection requirement.
