Sheetrocking over Egress Door Violates Approved Plans

DOB issued a violation notice to landlord for performing work at the building that didn't conform to approved plans. On the day of the inspection, landlord was working to create a basement apartment. An egress door was Sheetrocked. Landlord claimed that the door had been blocked previously and was Sheetrocked temporarily for safety reasons before the work was finished. The ALJ ruled against landlord and fined him $250. Landlord appealed and lost. There was no proof that the door was previously blocked.
