Roof Not Completely Replaced

Landlord applied for MCI rent increases based on pointing, waterproofing, and roof installation. The DRA ruled for landlord in part but disallowed any increase for roof installation. The DHCR inspection showed that the roof was only partially replaced. Landlord appealed and lost. Twice in the application landlord stated that the roof surfaces had to be completely replaced. Yet landlord later admitted that the apartment building roof wasn't completely replaced. The replacement of the garage roof also didn't qualify since that was a separate building that didn't directly benefit tenants.
