Staircase Not Completely Replaced

Landlord applied for MCI rent hikes based on the installation of a new staircase. The DRA ruled against landlord. Landlord appealed and lost. To qualify as an MCI, complete replacement of the staircase is required. Landlord only partially replaced the staircase, from the first floor to the fourth floor. Landlord claimed in its PAR that it had already replaced the staircase from the basement to the first floor. But landlord submitted no proof of this with its application to the DRA.
