Parapets Not Completely Replaced

Landlord applied for MCI rent hikes for parapet replacement and related work. The DRA ruled against landlord because landlord didn't replace all parapets around the edge of the building. Landlord appealed, claiming that it did other exterior restoration work with the parapet replacement. The DHCR ruled against landlord. Landlord only did a partial replacement of parapets. The work was done only on the south and west sides of the building. It didn't qualify as an MCI since it wasn't done as part of a pointing or roof replacement job.
