Roof Installation Was Incomplete and Defective

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA ruled against landlord, who appealed and lost. DHCR inspection noted that the roof was only repaired and coated or painted. And there were areas of puddles, bubbled areas, leaks, water stains, and peeling paint on the ceiling and walls of two sixth-floor apartments. Landlord's application was properly denied because the work wasn't done in a workmanlike manner. The roof also must be completely replaced to be considered an MCI.
