Inspection Shows No New Roof Installation

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA ruled against landlord, who appealed and lost. DHCR inspection showed that the roof didn't appear to be new. The inspector reported that the roof looked like it had been merely painted over. Photos showed areas of bubbling, cracking, and ponding stains on the roof surface. The inspector also found leak stains in areas of the top-floor ceilings, indicating water penetration through the roof.
