Roof Panel Installation Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of a roof panel. The DRA ruled against landlord, who appealed and lost. Landlord pointed out that before the installation of the aluminum stream panels at the parapet wall, its contractor repointed the entire interior of the parapet wall and installed kemper waterproofing system membrane on the repointed bricks. But the work, by itself and even with some accompanying pointing and waterproofing, didn't qualify as an MCI since it wasn't done in connection with a total roof replacement.
