Roof Fan Caused Noisy Vibrations in Tenant's Apartment

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord. An inspection showed that one of the conditions still existed. A roof fan made a humming noise and caused tenant's bathroom medicine cabinet doors to vibrate. Landlord appealed and said it did all it could do to repair the condition. The DHCR ruled against landlord. An inspection clearly showed that substantial vibrating noise still was entering tenant's apartment from the roof fan.
