Landlord asked the DHCR if replacement of lintels must be done in connection with another improvement to qualify as an MCI. In an opinion letter, the DHCR said yes. According to DHCR policy and prior decisions, replacement of window lintels doesn't qualify as an MCI unless performed in connection with a qualifying MCI.
