Lintels and Windowsills Replacement Wasn't Part of Parapet Replacement

Landlord applied for MCI rent hikes based on parapet replacement, along with the replacement of window lintels and windowsills. The DRA ruled for landlord in part, granting a rent hike only for the parapet replacement. Landlord appealed, claiming that the lintels and windowsills replacement was part of the parapet installation. The DHCR ruled against landlord. Replacement of the lintels and windowsills can't be seen as part of the parapet replacement. If landlord had replaced lintels and windowsills building-wide, this work would have qualified separately as an MCI.
