Lintel Replacement by Itself Doesn't Qualify

Landlord applied for MCI rent hikes based on lintel replacement. The DRA ruled against landlord. Landlord appealed and lost. Lintel replacement by itself doesn't qualify as an MCI. It must be done in connection with other, qualifying work. In addition, landlord only replaced 195 of 257 lintels. So even if the work otherwise qualified, it wasn't done on a building-wide basis.
