Replacement of Drainage System Doesn't Qualify

Landlord applied for MCI rent hikes based on the replacement of a drainage system. The DRA ruled against landlord, and landlord appealed. The DHCR ruled against landlord. Landlord had replaced a leaking main sewer pipe in the basement with new cast-iron pipes and reconnected them to area drains and vent stacks, installed a new sump pump discharge line, new valve, fresh air inlets, pipe supports, and main house trap. This was replacement of only one component of the sanitary/sewer system of the building.
