New Vacuum System Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of a new vacuum system. The DRA ruled against landlord. Landlord appealed and lost. A vacuum system is an optional addition to a heating system and doesn't qualify as an MCI by itself. Since landlord didn't install the vacuum system in connection with a qualifying boiler installation, no MCI hike was warranted.
