Posting of Extermination Sign Not Enough

The DRA reduced tenant's rent because landlord didn't provide exterminator services. Landlord applied to restore the rent, claiming that exterminator services were provided on a monthly basis, but that tenant wanted service on Saturdays only. A DHCR inspection revealed infestation. The inspector also found a sign posted in the lobby stating that landlord provided exterminator services. The DHCR ruled for tenant. Infestation was apparent, and a sign didn't prove landlord was providing extermination services.
