Landlord Didn't Correct Extermination Problem

Tenant complained of a reduction in services based on mouse and roach infestation. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord. Landlord appealed and lost. The DRA's inspector found dead roaches on glue traps throughout tenant's apartment. Although landlord claimed that this proved that extermination measures had been taken, the DHCR found that this showed that the extermination measures weren't sufficient.
