Positioning of Circuit Breaker Not Reduction of Required Service

Tenant complained of a reduction in building-wide services. He said that the circuit breakers on all floors were too high to reach in case of fire. The DRA ruled against tenant. Tenant appealed and lost. The positioning of circuit breakers isn't considered a decrease in required services under rent-stabilization or rent-control laws. Tenant should consult HPD if he has any further complaint.
