Permission to Submeter Electricity Doesn't Require Landlord to Do So

Tenant complained of a reduction in services. He claimed that an electricity submetering system in the building was not working. The DRA ruled against tenant. Tenant appealed and lost. In a prior proceeding, the DHCR gave landlord permission to convert to electrical submetering. Landlord had not completed the conversion, and tenant's rent continued to include the cost of electricity. The fact that the DHCR gave landlord permission to submeter didn't require landlord to do so.
