Landlord Can Convert to Submetering of Electricity to Tenants

LVT Number: 19634

Landlord asked the DHCR for permission to convert from master metering of electricity in its building to submetering. In this way, rent-stabilized tenants would have individual electric meters and be billed for electricity charges. Tenants also would receive rent reductions based on the change in service. The DRA ruled for landlord. Tenants appealed, claiming that the Public Service Commission hadn't given landlord permission to convert to submetering. The DHCR ruled against tenants. Their claim was incorrect.
