Partial Replacement of Parapet Walls Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of a chimney, parapet wall, and bulkhead wall. The DRA ruled against landlord. Landlord appealed and lost. Comprehensive waterproofing and complete replacement of parapet walls qualifies as an MCI. But landlord did work only on the southwest corner and south side of the building where old bricks of the chimney and parapet walls were replaced with new ones. The waterproofing was done on stair bulkhead walls only.
