Partial Staircase Replacement Doesn't Qualify

A complete replacement of a staircase qualifies as an MCI. But landlord only made a partial replacement. Landlord replaced only the front staircase and platform with handrail, from the exterior to the vault area. Landlord didn't prove that it replaced the staircase from the ground floor to the roof.
