Number of Front Entry Keys Decreased

Tenants complained of a reduction in building-wide services, claiming that landlord reduced from two to one the number of front-entry keys provided to each apartment. The DRA ruled for tenants based on landlord's failure to respond to the claim, and reduced their rents. Landlord appealed, pointing out that it told the DRA that it changed front door locks every two years, and that a $100 charge for replacement keys was passed on to tenants by a locksmith. The DHCR ruled against landlord.
