No Standpipe System

DOB issued a violation notice to landlord for not installing a standpipe system in the building. Landlord objected. The ALJ ruled against landlord and fined it $400. Landlord appealed, claiming that no standpipe was needed while the building was vacant and under renovation. ECB ruled against landlord. The building code doesn't exempt vacant buildings from standpipe system requirements.
