No Sink in Kitchen

Tenant complained of reduced services. The DRA ruled for tenant. Among other things, an inspection showed that tenant's apartment had no kitchen sink. Landlord appealed, claiming that a sink wasn't required by the Housing Maintenance Code. The DHCR ruled against landlord. The Housing Maintenance Code does require a kitchen in every apartment in landlord's building.
