Defective Kitchen Counter and Sink

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent because the kitchen countertop and sink weren't properly maintained. Landlord appealed, claiming that any defects were merely cosmetic. The DHCR ruled against landlord. The kitchen countertop was pitted in several areas. This indicated a problem more widespread and extensive than a mere cosmetic problem. In addition, the sink was chipped and scratched in various areas.
