No Increase for Quarry Tile Deck System

Landlord applied for MCI rent hikes for replacement of a parapet wall and a new quarry tile deck system. The DRA ruled for landlord in part, granting an increase for the parapet wall only. Landlord appealed and lost. Quarry deck tile installation isn't an MCI unless done in connection with a complete replacement of the roofing system. Landlord didn't install the quarry tile in connection with a roof installation, so it didn't qualify as an MCI.
