No Increase for Parapet Work

Landlord applied for MCI rent hikes based on several improvements, including rebuilding brick parapet and coping above the building's recreation room. Landlord also reconstructed the recreation room and installed a new floor in that room. The DRA ruled for landlord in part, but disallowed any increase for the parapet work. Landlord appealed, claiming that the parapet work was directly related to the MCI. The DHCR ruled against landlord. The recreation room reconstruction was interior work.
