Cost of Parapet Work Included with Increase for New Roof

Landlord applied for MCI rent hikes based on a new roof, masonry work, and rebuilding of parapets. The DRA ruled against landlord based on tenant complaints of leaks. Landlord appealed. The DHCR found that only one apartment had leaks and the cause was something other than the roof work. So the DHCR ruled for landlord, granting an increase for the new roof. In addition, landlord showed that the parapets of the bi-level building had been rebuilt, covering over 80 percent of the building's parapet system.
