Parapet Work Not Done on All Buildings

Landlord applied for MCI rent hikes for parapet and bulkhead work done at its building complex. The DRA ruled against landlord. Landlord appealed and lost. The work was done on only 22 of the 35 buildings at the complex, some of the buildings where work was done had leaks that had to be repaired, and there were leaks in a building where no work was done. Landlord didn't prove that the work wasn't needed on the 13 buildings where it wasn't done. Since it wasn't done on all the buildings, the parapet work didn't qualify as an MCI.
