New Landlord Not Notified of Tenant's Complaint

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. New landlord appealed. The DRA's order was issued in December 1991. Landlord had bought the building in April 1991 and filed a ''report of change in identity of landlord'' with the DHCR. The DHCR never notified landlord of tenant's complaint or the order. The DHCR ruled for landlord and revoked the rent reduction. The DHCR noted that landlord's rent restoration application had been granted in November 1992.
