Landlord Wasn't Notified About Parts of Complaint

Tenants complained of a reduction in building-wide services. Their complaint, written on four separate two-sided complaint forms, was based on a number of conditions. An inspection confirmed a number of the defective conditions and the DRA reduced tenants' rents. Landlord appealed, claiming that it didn't get notice of some of the conditions found in the DRA's order. The DHCR found that landlord may not have received all portions of tenants' complaint.

An inspection confirmed a number of the defective conditions and the DRA reduced tenants' rents. Landlord appealed, claiming that it didn't get notice of some of the conditions found in the DRA's order. The DHCR found that landlord may not have received all portions of tenants' complaint. The complaints about lobby furniture and safety mirrors appeared in a separate complaint form that wasn't signed or dated; only side ``2'' of that form was filled out. Landlord answered each and every complaint spelled out on tenants' other forms. The DHCR sent the case back to the DRA to give landlord an opportunity to answer those two items. In the meantime, the DHCR deleted lobby furniture and safety mirrors from the DRA's order as grounds for the rent reduction.
