Tenant Didn't Notify Landlord of Certain Conditions

Tenant complained of a reduction in services. The DRA ruled against tenant after an inspection showed that services were being maintained. Tenant appealed, claiming that some services still weren't being maintained. The DHCR ruled against tenant. Before filing his complaint, tenant sent a letter to landlord, in which he didn't notify landlord of the conditions he still complained about. So the DRA couldn't consider those items.
