New Carpeting

Landlord claimed it should have been granted a 1/40th rent increase for carpeting installed in tenant's apartment. The DHCR ruled against landlord. Carpeting is considered an ordinary repair or maintenance. It isn't an individual apartment improvement warranting a rent increase.
