Carpet Needn't Be Replaced

Glen Cove, Long Island, tenant complained of reduced services, claiming that her carpet was defective. A DHCR inspector found no signs of mildew or odor in the carpet, and the DRA denied tenant's complaint. Tenant appealed, maintaining that her carpet was still defective. Tenant loses. The DHCR inspector found the carpet in satisfactory condition, so no rent reduction is warranted.
