New Carpeting and Floor Tiles

The DRA allowed some rent increase for individual apartment improvements but denied an additional 1/40th increase for installation of carpet and floor tiles. Landlord appealed and won. The DRA incorrectly found that the costs of these improvements were maintenance costs. Landlord had properly documented the cost of these improvements, so it was entitled to a 1/40th increase.
