Landlord applied for MCI rent increases based on the installation of new windows. The DRA granted landlord's application, and tenants appealed. Three tenants complained of problems with window locks and the operation of the windows. The DHCR noted that windows were installed in 95 apartments. Since only a few tenants had minor problems, landlord was entitled to the MCI increases. If tenants continued to have problems with the windows, they could file service complaints.
