One Tenant Had Problem with Windows

Landlord applied for MCI rent increases based on the replacement of windows building-wide. The DRA ruled for landlord and granted the rent increases. One tenant appealed, claiming that the windows weren't installed properly and that his apartment was drafty. The DHCR ruled against tenant. Landlord installed over 390 windows and only one tenant complained. The fact that a single tenant may have had minor difficulty with the installation asn't a reason to disallow the MCI rent increase. Notably, tenant had also filed a service complaint, which was dismissed by the DRA.
