Tenant objected to landlord's 1984 registration of services. Tenant claimed that landlord didn't list a number of apartment and building services. The DRA amended tenant's registration to include a stove, refrigerator, window shades, luggage room, and screens. Tenant appealed, claiming that additional items should be included in the registration. The DHCR ruled that toilet seats, exterior door locks, linoleum, light fixtures, outside water spigots, and clotheslines, which were provided by landlord, were minor service items that needn't be listed in landlord's registration of services
