Minor Condensation on Windows

Tenant complained of a reduction in services based on condensation in the apartment windows. The DRA ruled against tenant. Tenant appealed and lost. An inspection showed no condensation in the bathroom window and only minor condensation in the three bedroom windows. This condition didn't affect the ability to see out of the windows.
