Minor Condensation on Bedroom Windows

She said there was too much window condensation on her apartment windows. After an inspection, the DRA ruled against tenant. Tenant appealed and lost. An inspection showed that the seals weren't broken on any of the windows, there was minor condensation in the windows between the panes, and visibility out of the windows wasn't blocked. This condition was minor and didn't warrant a rent reduction.
