Minor Hallway Window Defects

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants after an inspection found that hallway windows weren't being maintained. Landlord appealed, claiming that only two out of 15 hallway windows needed repairs. So landlord argued that this was a minor condition. The DHCR ruled for landlord. The inspection report stated that the lower sash of the center window on one floor was difficult to open, and the lower sash on the left window on another floor slid down when fully opened. These were minor conditions and presented no safety hazard.
