MCI Rent Hike Granted for Rewiring

Landlord applied for MCI rent hikes based on building-wide rewiring. The DRA at first ruled for landlord, then revoked the rent hikes. Landlord appealed and won. To qualify as an MCI, rewiring must include new risers and feeders that extend from the basement property box to every apartment at 220 volts so that air conditioner circuits and outlets can be accommodated. The installation also must include two double outlets in the kitchen to accommodate heavy-duty appliances. Landlord submitted a report from a licensed engineer showing that it had complied with the DHCR's requirements.
