Landlord's Rewiring Work Qualified as MCI

Landlord applied for MCI rent hikes based on installation of a new stoop, front door, and vestibule door, and hallway work and rewiring. The DRA granted the application concerning the new doors and denied all other costs. Landlord appealed, claiming that an increase should have been granted for the rewiring work. The DHCR agreed. With its MCI application, landlord showed that it installed new risers and feeders for each apartment and that double outlets to accommodate heavy-duty appliances were installed in each apartment.

Landlord's 208/120 volt service substantially complied with the DHCR's requirement that there be sufficient capacity to accommodate air conditioner circuits and outlets.
