Marble Lobby Floors and Walls Restored

Landlord applied for MCI rent hikes based on various improvements. The DRA ruled for landlord in part, but disallowed any increase for lobby marble and wall restoration. Landlord appealed, claiming that the restoration of marble floors and walls in the building lobby was made necessary by and was done in connection with a front door installation. The DHCR ruled for landlord. The DRA had granted an increase for the door. The work in question was done shortly after the door installation and was connected with the qualifying MCI.
