Leaking Ceiling

Tenant complained of a reduction in services, claiming that there was a leaking hallway ceiling in his apartment. An inspection showed that there was no hallway in tenant's apartment, so the DRA ruled against tenant. Tenant appealed, claiming that the leaks were located in both bedroom ceilings and not the hallway. The DHCR ruled for tenant. Tenant had attached letters to his complaint, which stated that there were leaks in the bedroom ceilings and in the hallways. Tenant's letters also pointed out that, even though landlord had made repairs, the leaks still occurred when it rained.
